GREAT BRITAIN REQUESTS:—
FIRSTLY, FORMAL APOLOGY TO BE CONVEYED BY JAPAN TO BRITAIN; SECONDLY, SUTTABLE PUNISHMENT FOR THOSE RESPONSIBLE FOR THE ATTACK; THIRDLY, ASSURANCE BY THE JAPANESE AUTHORITIES THAT NECESSARY MEASURES WILL BE TAKEN TO PREVENT RECURRENCE OF INCIDENTS OF SUCH A CHARACTER;
After recounting the facts of the shooting, the Note states that the British Government received with deep distress and concern the news of this, deplorable' event in respect of which they must record their emphatic protest and request for the fullest measure of redress:"

"In the present case the facts which "have been recorded make it clear that this was not an accident resulting from any hostile operation and it should have been obvious to the aircraft that they were dealing with non-combatants."
It is also stated that the plea, should it be advanced that the flags carried on the cars were too. small to be visible was irrevelant, there would have been justification for the attack even had the cars carried no Hags. The rest issue was that they were non-combants.
The Note states, that no doubt the aircraft did not intend to attack His Majesty's Ambassador as such though apparently they did intend to attack non-combatanta. That sufficed in. Itself to consti- tute an illegality.

In Santander Province the milltary activities now merely consist of the cleaning-up of the countryside. Ten more townships were occupied this morning and the arrival of the troops was greeted on all, hands with the greatest enthusiasm.
