Profiteering
The government is thoroughly justifed in taking steps as prompt as may be required and as drastic as authorized by law to prevent profiteering in the emergency created by the evacuation to the Philip- pines of American nationals of Shanghai, says the "Manila Bulletin." Anti-profiteering action on a state-of-emergency basis is authorized and must be taken to the fullest measure required to protect the re- fugees and the local residents attempting to give them shelter. A simple executive order by the Commonwealth President is all that is required to set the machinery in motion.)
The city will be temporartly over-run and the demand for rooms. houses and apartments will be heavy enough to tempt those not above taking advantage of such, a situation to rake in all the casn they can. It is officially assumed and really is to be expected that the responsible property owners and agents will cooperate to the limit to treat the refugee as we should expect to be treated under similar unfortunate circumstances. But reports have been received to indicate that there are those who place a few quick pesos above a patriotic and humanitarian duty.
Either the government or the emergency coordinating commit- tee, or better the two working in conjunction, should report all cases of profiteering for record purposes and to provide evidence for what- ever action may become necessary. If a strict watch is maintained there will be relatively little occasion for drastic action.
If profiteering occurs it is most likely to be in room and apart- ment rentals and in foodstuffs. The price levels are so definitely established that proof of undue boosting can be produced readily when It occurs.
It is a patriotic duty to report profiteering cases for official in- vestigation-the duty of everyone. General vigilance in the per- formance of this duty is the best possible safeguard against any serious offences.
