A message from Shanghai states that it is learned from reliable. Chinese quarters that the proposals of Mr. Davidson, acting British Consul-General, for the creation of a neutral zone Shanghal will be rejected. The Chinese consider the proposals are not practicable especially because. it is their conviction that British and American troops occupying the zone would never use force in any event. It is suggested that China might agree to re-establish the 1932 demilitarised zone but only on the condition that the Japanese forces withdraw..completely from the Shanghal area.

It is authoritatively stated that it is purported that the proposals were not accurately repre- sented and that the proposals were not delivered to the Sino-Japanese Governments and had not even reached a concrete stage-Reuter.

Shanghai: Three Japanese steamers, alongside the boom in the Whangpoo' River were scuttled by Chinese to-day. Severe Japanese reprisals are expected, including an attempt to seže ali Chinese shipping in the harbour and other river craft. The usual excuse is that Japan regards. China as her only outlet, the possession of which would de- termine her fate. She holds out to the world that, due to the in- evitable Increase of her popüla- tion, she is under a strict necessity to seek for her expansion both territorial and economic. markets to consume her goods, she simply keeps on ex- panding beyond what is necessary to her. Her policy of necessity has been changed to aggression.
