The Chinese correspondent of the "Malaya Tribune" writes as follows:-

At this time, when the danger of a major Sino-Japanese wär looms high on the horizon, it will be interesting to estimate the chances of both sides. The world, has been kept in fairly close touch with developments in North China, but in the following para- graphs the writer hopes to lay all the cards on the table.

Japan had a budget deficit of millions of ren, and it is necessary for her to stop and pause before incurring extraordinary expenditure, if she wants to make her future bud- gets pleasant reading.

A mighty fleet, a well-equipped army millions strong, and a first- class air force are powers to be reckoned with, but they will be of little effect if the vaults of the treasury hold too little gold to de- fray the cost of maintaining an active army long enough against the enemy.
