"Japanese aggreasion without declaration of war is intended to serve three purposes detrimental to China, Chancellor Chou pointed aut. "Under present conditions, world oplälon is that the fighting is but a local incident and that treaties can not be invoked effec tively against Japan.

SENATOR LEWIS DEFENDS
U.S. POLICY ·
Washington, July 31. The democratic whip. Senatore Lewis, in a speech defending the policy of withholding the opera tion of the Neutrality Law as re- gards North China, sald that those demanding immediate forcement of the law fail to see that the moment we announce that either nation is the aggressor and declare that both be at war, our trade ships to the Orient would be seized by. China or Japan, or both. on
the ground that they are supplying the enemy. Amert can vessels already at sea would be seized and fired upon and America would be forced to resent the
assaults and thus be at war with
the Orient For this reason the President must continue to per- suade the conflicting parties, both in Spain and the Orient to come to peace on acceptable terms and save the United States from becoming embroiled and thereby deprived of all médiatory influence.
At to-day's press conference Mr. Cordell Hull said that the situa-. tion in North China appeared to be relatively quiet but he was pre- pared to report any "development by radiophone to the President- Heuter

Shanghai, July 31.
The Japanese Akagi Brigade went into action in the Chinese quarter of Tientsin early this morning, re- vealing the inaccuracy of earlier Japanese reports claiming the fight of all Chinese forces from Tientsin.
It is now reported that large Chinese forces are holding their positions in the Chinese city.
Japanese operations, which be- gan at approximately 4:30 am. were almed principally at dis- lodging Chinese troops occupying an area round the Kancho Mill, in the vicinity of the Central Station.
During the afternoon, with little sign of progresa despite severe street fighting, the Japanese ar- tillery directed heavy gunfire against the Pacantul, in various congested areas between the East
and Central Stations.
At the moment, the Japanese troopa can claim control of the route from the Central Station to the Japanese aren, including the important bridge-

LABOUR BILL PASSED-
Victory For
Roosevelt
Pres.
Washington. July 31.
The Senate passed President Roosevelt's Labour Bill to establish a board of Ave persons empowered to fix minimum wages and maxi- mum hours. The Bill which has been sent, to the House of Repre sentatives is essentially in the same form as originally tabled except that it now requires that the minimum wage cannot be fixed higher thas forty cents, an hour. and the maximum working week cannot be reduced, to below forty hours for any industry. The Ad- ministration's victory and measure of control over Congress which is thereby reasserted makes the im- mediate adjournment of Congress unlikely and paves the way for action on other important Ad- ministration legislation Reuter.

In the circumstances, nothing short of a declaration of war will save the situation, the Kuomin- tang leader emphasized. Such a declaration, he held, will give the other Powers a proper perspective of the situation and will arouse the spirit of the soldiers and people.
"This is my humble suggestion," the telegram said. "I wish to have your opinion on my views,”
Chancellor Chon "added that every one who has moral principle must be in accord with General Chiang's statements at Kaling and Nanking and is "equally aroused with regard to the situation. Union Немь.
