COMMITTEE AND

VITAL PROBLEM

New Method For Dealing With British Proposals

London, July 24.

As a result of further talks the Foreign Secretary (Mr. Eden) and Lord Plymouth, Chairman of the Non-Intervention sub-commit- tee had on Friday and Saturday with the French and German diplomatic representatives In London It is now almost certain that the Chairman's sub-committee will meet again on Monday or Tues- day.

Lord. Plymouth "

Herr Von Ribbentrop To this meeting will be submitted the suggested new method for dealing with the British proposals so as to overcome the difficulty which arose at the last meeting when it was found impossible to agree on the order in which items in the plan should be discussed. "As had been made clear in the original proposals themselves various

items are inter-dependent.

The revised procedure is likely to take form of a questionaire to be circulated to the Governments. This list of questions would cover all British proposals and it would be again made clear that items be constituted in one whole and that the order in which they appeared either in the original document or In the questionaire had no special s'gnificance. It is hoped, in this way, to illicit from the Govern ments parties to the non-interven-

It has been emphasised again and again by the Foreign Secrc- tary that the British Government considers until the withdrawal of foreign nationals in the Spanish dangers for the rest of Europe Civil War, has been secured the

LORD PLYMOUTH TO SOUND POWERS ABOUT COMPROMISE PROPOSALS

London, July 24.

It is understood that a new effort to end the non-Intervention deadlock will shortly be made. Britain hoped to call a meeting of the Chairman's Sub-Committee on Monday at which Lord Plymouth would submilt a document containing a series of questions, "the object being to ascertain the views of the powers concerned on the impor- tant features of the British compromise proposals.

Once members of the Sub-Committee agreed on this form of procedure the document will be referred to their governments, the Chairman urging speed 'replies. It is understood that Herr von Rib- bentrop has given provisional assent to the new procedure and that M. Corbin also considered it favourably,

The British Government intends by collating replies to define the field of disagreement. Meanwhile it is not unlikely that Ger- many and Italy will shortly inform the, committee that they refuse any longer to recognise the naval patrol exercised by Britain, and France alone on the ground that It operated only against the coast held by the insurgents-Beater.
