ROYAL COMMISSION'S

REPORT ON PALESTINE

Approval Of Policy Moved

Londen, July 31.

The report of the Royal Com- mission which recommended the partitioning of Palestine in order to prevent further clashes between Jews and Arabs, was debated in the House of Commons to-day, when Mr. Willam Ormsby-Gore,

the Colonial Secretary, moved ap- proval of the Government's policy, which favours adoption of the re- port.

He paid a tribute to the work of the Royal Commission and to the report itself, saying it was not only a great literary work but a final statement of historical truth. He warned the House to weigh its words as the debate would be scrutinised by the whole Jewish and Moslem world.

The British Government' was convinced,

Mr. David Lloyd George, Liberal, asked if it were proposed that the British Government should accept responsibility for the protection of the minorities in either the Jewish or Arab state.

Mr. Ormaby-Gore replied that that was a matter for the League of Nations.

The Commission's work in as- sisting famine sufferers and pre- venting further famines is traced in the annual report of the Execu- tive Secretary, which is submitted by Mr. Dwight W. Edwards.

Mr. Edwards served as acting Executive Secretary after the re- signation of Mr. Y. 'S. Djang, now Director of the Department of Co- operatives of the Ministry of In- dustry, and before Dr. J. E. Baker assumed his new past.

"On the whole, 1936, was a fair year," reported Mr. Edwards.

RED-LETTER DAY "March 27 was a red-letter day day 'to the Shantung people for on that day the 3,000-metre breach in the dykes of the Yellow "River at Tungchwang in Western Shan- tung was Anally closed. Thence- forward it was a question of re- habilitation and reconstruction."

The chief disasters were the Yellow River flood in northern Kiangsu, heavy rains preventing farming in Shuyang, and a drought in Honan.. Szechuén and the north-western province.

Relief measures were Thstituted at all of these disasters. Work reller was still being administered in these areas, mainly in the form of road, dyke and railway building,

During 1935-38, the Commission administered direct, medical and labour fellet in Shantung. Klangsu, Hunan, "Hupeh, Honan and Fuklen, amounting to 2246.474.
