Judgment Delivered Labour Conditions

Judgment was given by the Pulme Judge, Mr. Justice R. E Lindsell, at the Summary Court yesterday with regard to the legal arguments in the case in which Lai Kwong Kong (plaintiff), of No 145 Shanghal Street, second floor. Kowloon, claimed $300 as damages for injuries received and expenses incurred when he was knocked down by a motor lorry alleged to have been negligently driven by defendant's agent (Cheung On) on February 7, 1937, near the Jubilee Street ferry whart.

It will be recalled that when the case was last heard on June 3.

"Are labour conditions in Malaya up to the standard? Do labourers get what they call "fair treatment"? These are the ques- tions which serious-thinking people often ask in view of the frequency of strikes throughout Malaya during the past two years.

It is significant that the Industrial unrest has not been con- fined to any one particular community. The Chinese as well as the Indian labourers have been equally restive. Big organisations as well as small enterprises have been equally affected.

According to the report of Mr. A.-B. Jordan, the Secretary for Chinese Affairs, the recent incidence of strikes is attributed to the fact that Chinese labourers are becoming more enlightened as to the trend of existing conditions. that newspaper accounts of stay-in. strikes in France and elsewhere have influenced their industrial out- look, and that, last but not least, communistic agitations have played an important part in fermenting discontent among the rack and file.

Such a scheme might do something to eliminate disputes, which have a direct bearing on the question of wages; but at the same time it must not be forgotten that the under-current which is at work among the labourers has a greater claim on our attention than the strike itself. If we eradicate the effect only, the cause still re- mains to give us future trouble, but if the cause is removed, there will be no undesirable effects in the future..
