INQUIRY

The present state of internation- al economic relations and the mea- sures likely to encourage the sen- eral economic recovery are "under examination by the Economic Committee of the League of Na- tions with a view to a report in continuation of that issued by it at the close of its previous session. A general discussion has been in progress having for its ultimate purpose an inquiry on Unes parallel to the economic inquiry which 15 being undertaken by M. van Zee- land.. the Belgian Prime Minister. at the request of the British and French Governments-namely, the effect on international trade and finance of barriers such as tariffs, quotas, and exchange restrictions, and the appropriate means for re- establishing order in international trade. The scope and extent of the inquiry are such that the Committee seems unlikely to at- tempt a comprehensive report at the close of the present session, and it will be left to a special com- mittee to undertake a more detail- ed examination so that recom- mendations may be made in the autumn. The chairman of the Committee is Sir. Frederick Leith Ross, France is represented by M. Elbel, and the United States by Mr. Grady.

The general discussion has re- vealed a wide measure of agree- ment. Though the improvement in the economic situation con- tinues. It is noted that this has not yet led to any material increase In consumption, and in a number of States there has been no ap- preciable decrease in unemploy- ment, which is everywhere exces- sive. The Improvement is greater In the countries that are pursuing the more liberal policies in tariffs and quotas. In spite of the main- tenance of these obstacles, the abolition of which is the more dlincult because they have tended become the instruments of national policy. there is a marked improvement 1 international trade.
