ROYAL NAVY

The Admiralty announce in Flect Orders a further change in the procedure for the promotion of post captains to flag rank. The Navy's system has always differed from that of the Army which is Influenced by the existence of the regimental system. In the Navy promotion from lieutenant-com- mander to commander and from commander to post captain is by selection; but vacancies on the flag list, occurring through death or retirement. have hitherto been Alled as they occurred by promo- tion from the top of the captains' list. Thus every naval.officer who survived the double process of selection and reached the rank of post captain was assured of pro- motion to nag rank in his turn, provided that, when it came, he had to his credit the necessary minimum time in command of a ship of war at sea.".

With regard to the papaya, I can personally vouch for the accuracy of your expert's statements. The papaya is actually one of the most health-giving fruits one can find. The world's best papayas grow in Ceylon. There, the fruit often at- tains the size of a big water-melon and they are truly delicious. have seen them flourish in Queens- land, Australia, and in Malaya and certain parts of India, but they do not come up to the standard of the Ceylon specimen. Evidently it has something to do with the soil, just as in the case of tea, for the
