Attempt To Justify Action
'Geneva, June 1.
The representative of the Valencia Government bere placed a statement in the hands of the Secretary-General of the League of » Nations on Monday evening, in an attempt to jastity the bombing of the battleship Deutschland.

It is therefore "stated that the presence of German ships in the harbours of Palma de Malorba and. Ibiza hindered the Valencia forces in carrying out their campaign against the Nationalists. It is stated that after the warning by the German commander, the Valencia müitary Command answered that German ships would run no risks as long as they confined their movements within the assigned Umilts. The Com- mand, the note continues, stated expressly that no responsibility could be taken, if German ships ventured into harbours that were centres of -Nationalist activities, and would therefore often be subject- ed to air attacks.
On the afternoon of May 29, two Republican air planes were making 3 recorinoltring expedition, and according to the Valencia note, were fired upon by a German war- ship. The planes, thereupon, drop- ped the bombs they were carrying on to the ship.
