Hainan Island
Nankai University
The hitherto neglected island of Hainan has suddenly risen to prominence as the most vital point of national defence in Soutti China. The visit of Mr. T. V. Soong last year to investigate its potentialities has revealed striking facts that the island is most. adaptable to the formation of a powerful military, naval and air base.
In his report to the Central Government, he makes the state-" ment that "Hainan and Taiwan are the two eyes of the nation. Bince one has been lost as a result of the Boxer Rising, she cannot afford to lose the other. Hainan must be armed to the teeth in order to save South China from. foreign aggression."
The Chinese Government la now doing ita utmost to revolutionise the island both economically and politically. On the economic side. gigantic plans have been laid down for its development, such as the exploitation of natural resources, the application of modern agricultural methods, the construction of a network of railways, the renovation of the harbour system, the improvement of the fishery trade, and the introduction of industrial reforms,
On the polical side, apart from the knowledge that a chain of 20/1 Gainsborough Lasst and o. up-to-date fortifications is to be built, and that universal military...
training is to be enforced little has been divulged. In view of national strategy, the Government deems it wise not to disclose any pro- grammes:

China And Japan
There was a tone of pessimism in the remarks of Mr. Sato, Ja panese Foreign Minister, when he was interviewed by a representa- tive of the Central News-Agency. In his opinion, the prospect of a. Sino-Japanese rapprochement is still remote and it is even feared- that a deadlock may entUS,
4
He maintained that the greatest obstacle to settlement is the lack of faith in each other, as borne out by the fact that all negotiations have hitherto been carried on in a state of mutual distrust. In this respect, the Times has hit the mark aptly by saying. There have been too many empty reconciliations. The word 'sincerity' has be- come tarnished and is even faintly ridiculous, yet sincerity is ex- actly what is needed."
"
In spite of the repeated assertions of Mr. Sato that Japan has no intention of monopolising or creating special spheres of influence in North China, the forward policy of her army on the Chinese main-" land has excited the suspicion, not only of China, but also or other
powers.
China's Reconstruction
China to-day finds herself at the beginning of a gigantie trans- formation. For thousands of years she has been typically an agricultural country, but she is now definitely on the road to in- dustrialisation. With peace from within and co-operation from with- out, there is no doubt she will go far in her reconstruction programme.
The hitherto loose conglomeration of semi-independencies, is now held together under one centralised authority, and a marked degree of success is already attained in the various profects which the Government has launched.
