London, May 29.

When Mr. Neville Chamberlain's Government meets. In the Commons for tht first time on Monday, the business will be the second reading of the Finance Bill 'which will be moved by Sir John 'Simon, new Chancellor of the Exchequer.

ན་

Two motions for rejection of the whole Bill have been tabled. The conventional opposition motion is in the following terms: "The House cannot assent to the second reading of the Bill which in time of peace and rising prices embodies an unbalanced budget, thereby promoting further increases in prices and depressing al- 'ready the low standard of Ble of pensioners, unemployed ware earners and other persons of small means and which falls to deal adequately with profiteering in armaments or to raise the equit able share of their cost from those most able to bear the burden."

But the other motion has been national defence contribution were tabled by eight backbench Con- voiced. servatives and reads:. "The House cannot agree to the second reading of the Bill until arrangements have been made for further investiga- tion into the effect of part three -national defence contribution--- upoh trade recovery and expansion and upon employment and until the views of those engaged in trades and businesses affected have been fully ascertained and report- ed."

The tabling of the motion fòl- lowed a meeting of the Conserva- tive members of the Finance Com- mittee at which strong criticism of Mr. Chamberlain's proposals for

“INCIDENT" · ON BORDER

BRITISH TROOPS AND JAPANESE FISHERMEN

Amicably Settled

Tientsin. May 29. What is believed to have been a serious "incident" occurred at Shanghaiwan, a border town be- tween 'North China and Manchu- kuo, yesterday, when British troops of the Lancashire, Fusiliers clashed with Japanese fishermen.

Details of the clash are vague, as official quarters re reticent, but a Reuter.telegram received in Hong Kong from Tientsin says that some twenty, Fusillers were involved in the affair.

Political writers in the news- papers and other than financial dallies generally express confidence in the ability of the new Chan- cellor to show that modifications were introduced by his predecessor before he became Premier and to meet the objections raised by leaders of business to the original outline of the proposals,

The same riters predict that Bir John Simon will be supported in debates on the Finance Blli by the Prime Minister himself who was responsible for the budget. British Wireless..

London, May 29. The Chairman's sub-committee of, the Non-Intervention Com- -mittee will meet on Monday when it is understood consideration will be given to possible measures for ensuring the safety of naval vessels of the participating powers engaged in patrol duties under the control scheme.

The observation scheme is not recognised by parties to the conflict and therefore naval patrols are not entitled to use Span- ish. ports as bases. Such vessels; however, subject to complying with the usual formalities, enter these ports as warships of friendly powers.

The activities of the civil war necessarily create risks for neutral shipping but the Insurgent `au- thorities "have indicated safety zones in the principal Government ports.
