But the awards to what might be termed the un- oficial community are very few, particularly when we consider the importance of the occasion. on which we might have expected a much lengthier list of honours than usually comes to this country. No one grudges the decorations which go to Goverment servants ch such occasions, for the award of a C.M.G. or a .C.B.E. towards the close of a career in which the re- cipient has climbed to a position of some eminence is in the usual order of things. But, after all, the Government servant performs the duties for which he is paid, and he performs them during working hours. Els pay is good, he receives liberal leave and at the end of his career he has the solace of a sub- stantial, pension for the rest of his years. He may point out that his career is in a set grove and he is cut off from the pecuniary rewards which come to the successful man in professional or commercial life. To this the reply is that the big rewards are only for the few. The average man-and most of us are average men-looks with envy on the assured position of the Civil Bervant, who is beset by no anxiety as to how he and his family will live when his working years are over:
