Shanghai, May 17. -

Further complication of the international situation arising from the projected transfer of taxation rights on the Extension Road to the Chinese authorities loomed to-day as it was revealed that Japanese protest on the case was filled with the Shanghai Municipal Council.

Acting on instructions from his Government, Mr. Noritake Yoshloka, Japanese consul-general, has presented a written pretest to Dr. Stirling Femanden, secretary-general of the S. M. C., against the agreement recently initialled between Dr. Fessenden and Mr. Q. K. Yul, secretary-general of the Chinese City Government.

At the same time, the Japanese official submitted a five-point pro- gramme for simultaneous settle- ment of all pending issues con- The cerning the Extension Road Japanese proposal. Include the following points:

1. The right of taxation may be transferred to Chinese provided that the entire business of tax collection is entrusted to the Municipal Government.

2. The Extension Road should be organized into a special ad- ministrative district and special police should be appointed In- cluding Chinese, Japanese - and British superintendents,

3. Regarding public enterprises, the status quo should be main- tained for electric light and water supply, with due recognition "of Chinese co-operation, but, in view of incomplete equipment, the tele- phone service and the gas supply should be operated jointly by Chinese and the Municipal Coun- ell,

4. Regarding hygienic, organiza- tions, the present system operated by the Municipal Council should be expanded to effect closer co- ordination between the Extension Road and the International Settle- ment.

5. The Japanese should be authorized to propose a boundary to limit their district in the pro- posed special administrative area. These points are rejected by the Chinese authorities- Union News.
