Elizalde. 41-year-old polo player and head of a business con- cern bearing his name, crossed the Pacific by airliner to take part in the negotiations for revision of the 1934 Independence programme initiated by Commonwealth President Manuel Quezon. "The one valuable feature of the independence act is to afford an opportunity for liquidation of American interests in the Islands," he said.

"Philippines will become a much poorer country when the Unit- ed States withdraws. But the main thing we of the Philippines have to look for now is a certain amount of permanence and continuity in our economic structure. At present we are too much dependent upon Congress.

"It is possible that the United States will consent us a result 'er the present negotiations to continue to admit limited amounts of our sugar, coconut oil and tobacco products, which are almost totally dependent upon this market."

Continuing his thesis. Mr. Ellzaide said. "In exchange we can offer continued perferential trade in the Philippines for American products which now have an established market there.. "Although the shipments of American goods to the Islands are not as large as United States exports to some countries. American exporters are in a position to make larger profts than in markets where they have to compete on an even basis with manufacturers of Japan, Great Britain and Germany."

Elizalde said he believed it important that the Philippines de- velop without delay small industries "to supply the home demand for such products as cotton goods, soap. furniture, knitted goods, shoes, paper, rubber goods and celluloid, and also to foster the Philippine fishing industry. "With the progress of these industries, our im- ports would diminish and compensate for the loss of part of our ex- ports," he said.

Advisers To The High Commissioner

That the U. . government is going seriously into the question of the Independence of the Philippines there is no doubt. A formal announcement "that Leo M. Gardner and Wayne Coy will go to the Philippines as aids to High Commissioner McNutt merely confirmed® rumours that have been prevalent for several weeks. Mr. Gardner will be legal adviser to the former Hoosier Governor at Manils, while Mr. Coy. will be administrative assistant.

The new high commissioner should be well served by his legal ald, who is favourably known in Indiana for his record of public ser- vice as well as among members of the legal profession. Mr. Gardner has been attive in politics for a number of years. He attracted at- tention as a member of the Legislature In 1933, where he took a prominent part in framing the state banking act. His judgement on problems connected with the State Department of Financial In- stitutions has been widely respected. Mr. Coy has been much in the public eye since he became Mr. McNutt's secretary in 1933.

It is also rumoured that President Roosevelt might visit the Philippines in the autumn of 1933,

Central Stock Exchange To Close.

;

Manila's Central Stock Exchange, in operation for about three months, will discontinue business in the immediate future. Two seats on the Manila Exchange are to be purchased by Mr. Al- danese and by Augusto J. D. Cortes, another director of the Central Exchange at a minimum of P45,000 each. These seats are to be financed by the Central Exchange.

With the closing of the Central, there will remain two exchanges in Manila-the Manila and the International exchanges. It has been obvious to financial observers from the time the Central opened, the third, to operate here, that the volume of business in mining stocks has not been sufficient to warrant its existence.

The Central stock Exchange opened for business on February 1. in the former Monte de Piedad building after extensive remodelling
