REVIEW OF SITUATION

IN SPANISH WAR

Mr. Anchony Eden's Speech In Commons

London, May 6. The situation at Barcelona, the bombing of Guernica, the working of the Non-Intervention Agree-

ment and the possibilities of me- dlation in the Spanish civil war were among the subjects touched upon by the Foreign Secretary in a speech just before Commons rose tor the Whitsun. recess. Mr. Eden referred to the improvement in the atmosphere of Europe which had been noticeable and deplored the tendency of recent days for the renewal of bad feeling arising from the Spanish war.

t

If the opportunity, were lost through passions mounting over Spain, It would be a tragedy. The British Government occupying

what it must retain-a more de- bated position than other nations in Europe-must continue to use its whole effluence to circumscribe the strife to limit its suffering and he hoped one day to help to bring it to an end. There was an op- portunity for a far-reaching inter- national effort If the great powers would collaborate first in bringing peace to Spain.

DEPLORABLE EXAMPLE Guernica: Mr. Eden sald, shared the feelings deeply not only in Britain but in the Dominions, the United States and elsewhere. It was not that the incident was uni.. que because there had been other examples of the use of aircraft by both sides against the civilian populations, but that the reports of the bombing and machine-gun- ning from the air provided a par- ticularly deplorable example. He wanted the other nations to un- derstand the feelings aroused here. but he had no thought for putting any other country in the dock.or making accusatioris against any

Even those not affected by the apprentices' strike in Glasgow have recognised that it has been remarkably well organised, and nave perhaps wondered how youths who are generally regarded as not possessing what are called

advantages of the higher education have conducted what trade union leaders admit to be a model strike. The strikers' leaders are, however, young men who have but recently left school-in two in- stances schools that are accepted as among the leading educational establishments in the city-and one of them is said to have reveal ed a genius for organising and marshalling the facts of the dis- pute that would do credit to a trade unionist of many years' ex- perience.

As to the International inquiry he thought the dificulties were great but the British Government wer prepared to co-operate and ne would like to see the small neutral states try to carry it out.

NON-INTERVENTION SCHEME

Agreement, the Foreign Sercetary agreed that the fact that the control scheme did not cover aeroplanes was regret table and that if in practice it were found that aeroplanes were arriy- ing in Spain in contravention of the Agreement a new and serious situation would have arisen. He expressed confidence, however, that control would put an end to the

influx of foreign arms and foreign. volunteers. Regarding the men's 'claim for a seven-and-half hours' day, the re port says that members of the Court regarded the evidence placed before them a inconclusive, Nevertheless they were of the opin- lon that the prime factor of the case had been made out for further Investigation by a properly quali-. fled body, specially constituted to deal forthwith with this important matter. INCREASED LIABILITY The Court recognised that any recommendation under this head must place increased liability on the Board but should satisfactory proof of the need for remedy be forthcoming. they thought the Board would be assured of the goodwill of the public when budget- ing for any extra involved.

The Minister of Labour has for- warded the report to the two par- ties the

In in- forming Commons of these deve- lopments, Mr. Ernest Brown ex- "pressed the hope that considera- tion of the Court's findings would proceed in the spirit of the Prime Minister's. appeal yesterday for in- dustria) conciliation on the eve of the Coronation.- British Wireless,
