Discovered

According to the "Peking and Tientsin Times," a novel method of transliterating Chinese has been evolved by the Rt. Rev. Patrick Cleary. D. D. Prefect Apostolle of Kienchangfu, Klangsi Province,

Dr. Cleary believes that he has made a discovery or importance, one which, when perfected, may prove revolutionary. His system is based on the traditional method of writing Chinese characters with the help of a radical and a phone- the complement, and adheres strict- ly to the principle of "one word, one symbol."

The radical symbols of his new

romanization are ordinary letters, He divides all possible characters into twenty-eight thought-groups, and allots a distinct letter to each group. Proper names form one of the groups, and these he distin- gulshes solely by capitals.

As regards phonetics, the author of this new romanization adopts the arrangement followed by the "Owoln" and exemplified by the National Language Gramophone Record. Accordingly, he spells his words not only by letters but by simple sounds. He also gives a distinguishing characteristic for trilled and untrilled palatals.

In a lttle volume soon to be published, Rt. Rev. Cleary will de- dicate and present, his work to the Chinese people, through the Gov- ernment.

TAIKOO SERVICE No. 2 Route, between the Veht cular Ferry and Talkoo East Gate. will be reinforced by additional buses to provide a quarter-hour ser- vice instead of a half-hour service as hitherto. Mr. Paul McNutt has been appointed High Commissioner to the philippines at a salary of US. $18,000 a year, which to us in Hong Kong seems a very small salary, but perhaps some other countries are was the more economical in their administration. Mr. McNutt energetic and eloquent former governor of the state of Indiana. The appointment is a reward for good work and in some quarters will be taken as an advance hint of the Roosevelt inclination for the Pre- Bidential nomination in 1940. A bill has been presented for consideration at the next regular session, to authorize the Philippine government to purchase the gold, produced by different mining companies and thus establish the foundation for a strong Philippine currency.

The general opinion is that now is the best time to set up an independent currency, instead of when or after independence is Tanted. The object is to have the system established so that by the time independence comes it will be working smoothly. Moreover, it is argued that the backing of the United States will lend a stabilizing influence when it is most needed.

Officials of both the regular and the reserve forces of the Philip- pine Army are eagerly awaiting the return of President Manuel L. Quezon. Those in the regular force are expecting promotions while those in the reserve force anticipate an early transfer to the regular ranks.

Ranking officials have selected the officers to be promoted from among the majors, captains and first lieutenants and will submit their names to President Quezon for final approval on his return. There will not be any promotion among the second and third lieu- tenants as there was wholesale promotion on these two ranks early last year.

First returns from the provinces and reports from Manila pre- Bincts indicated recently, that at least 500,000 women have already registered for the suffrage plebiscite, allowing a margin of safety of 200,000 over the required vote on April 30.

Woman suffrage leaders commented that this registration was a "andslide," more than surpassing the number registering on April 10. Although convinced that woman suffrage is now "a sure thing," the leaders do not intend to relax their vigilance and will continue an in- tensive campaign for an impressive vote

Women registrants in Baguio went "over the top" last week to raise the total number of registered eligible women, voters for the coming suffrage plebiscite to 1,815. There were 1.315 women re- gistrants last week, while 500 registered on April 10, the first registration day.
