There have lately been a number of signs that the possibility of an Anglo-Japanese rapprochement is again- pre-occupying res- ponsible minds in Japan. Early this month, and only a few weeks after he had become Prime Minister, General Hayashi told the Japanese Diet that promotion of friendship with Britain was a question of the most urgent importance. Similar sentiments have been expressed, both before and since, by Japanese business men. And only the other day Mr. Sato, the Japanese Foreign Minister. echoed these sentiments in a speech which was as encouraging us any yet delivered in Japan. An Anglo-Japanese rapprochement would be the happiest possible outcome to the unsatisfactory rela- tions of the "past few years. The Australian High Commissioner recently remarked that the area of the world of the future in which the greates: problems will arise is probably the Pacific." If Japan can be brought back into a comity of nations, the problems need never trouble us. for peace in the Pacific will be assured. With peace in the Pacific assured, there will be a greater hope thun at present of maintaining peace throughout the world.

The Japan Hosiery Exporters' Association announces that it has now reached an agreement with the American trade interests in regard to the control of exports to the United States. Annual ex-" ports of cotton, mixed and fancy socks are to be restricted to 1,500.000 dozens. Judging by the fact that exports last year were 2,210,000 dozens. this means a great concessison, but the present agreement removes the "threatened tari increase.

The agreement will hold good for three years, 1.e. until the end of 1939.

Creation of a National Planning Board-a "brain trust"--which will plan Japan's industrial development, has been decided upon by the Cabinet. The first task of the new body, Dome! learned from reliable sources, will be to draft a Five Year Plan of industrial development of Japan. "Korea, Formosa and Manchoukuo.

The new State, in collaboration with the Kwantung Army and the South Manchuria Railway Company, has already drafted a five- year plan for the development of its agriculture, industry and mineral resources. A similar plan is being drafted by the Korean Government-General. The "brain trust" will draft a similar plan for Japan proper and Formosa, co-ordinating it with the Korean and Manchurian schemes.
