MALAYAN REVIEW

By publishing to-day a review of affairs in Malaya, we are inaugurating what we hope will be an informative commentary on important happenings in that zone of the Far East which is of vital interest to the community of Hong Kong.

We shall continue this feature every week, and, com mencing next week we will publish reviews of important happenings in other zones of the Far East embracing China, Japan and the Philippines, thus providing a comprehensive survey of the trend of affairs throughout the Far East, our earnest endeavour being to elucidate by impartial commen tary some of those complexities which constitute a prominent characteristic of domestic as well as official life.

This feature will take the place of the Leading Article.

Apparently in Malays they are no more fortunate than we are in Hong Kong at playing "General Post" with their Government." otticials. Ceylon takes a Governor from Hong Kng and in the Federated Malaya States there have been four chairmen of an important Sanitary Board in as many years.

There can be no quarrelling with the principle that governors. and high commissioners in embryo should gain as wide in insight into all departmental matters as possible. The speed with which some offices are filled and vacated suggests that the occupants can have had but little opportunity for acquiring such insight.

Imperial Airways, Limited, and Allred Holt & Co., Ltd.. as joint founders of Malayan Airways, Limited, an official intimation had been received. that Government could not see its way to grant any financial assistance whatever to a local air service.

»Since the new Company would have to pay at least $30,000 a year in cash payments to Government for petrol tax, said Mr. F. S. Gibson, the project would be crippled from the start by a burden. of taxation out of all proportion to its possible earning power.

It is fortunate that in spite of the lack of help by officials who had so strongly urged the need for an internal air. service. another company is continuing with its project in that direction. With great courage. Messrs. Wearne Brothers, Limited. pioneers in motoring and always interested in aviation, have decided to launch out with an air service of their own, connecting Singapore, Kuala Lumpur and Penang.

A review for racing for 1936 in Malaya was made by Mr. J. C. Osborne, Stipendiary Steward of the Straits Racing Association which controls six course in Malaya.

The report states that there were no outstanding horses last year. In Singapore and Selangor there was an increase in totalisator investments." There was a considerable wastage of horses.

The average number of horses and ponies on the classification list during the year was 347 and 193 respectively and, again there would appear to be a considerable wastage for, during the twelve months. Records reveal that 96 horses and 40 pontes disappeared from the list,

News comes from Malaya that during the last five years they have risen from insolvency to affluence and a large reserve has been built up from their Budget. The pubile are how asking that the emergency taxes on food, which affect the daily lives of the poorer classes, be removed. These emergency taxes were only brought in as a temporary measure when Malaya was in the trough of the last slump.

The Singapore Municipality will spend about $50,000 on the. Coronation celebrations (nearly the same sum was spent on the Silver Jubilee Celebrations), and 'some 51,000 children will share la the merriment of the auspicious occasion, but there will be no public holiday for Government servants.

These are the outstanding features of the details of a provisional programme just made available, some five or alx months after the Coronation Celebrations Committee was formed, at the end of 1936, at the request of the Government "to make suitable arrangements for the celebrations in Singapore on the occasion and to co-ordinate the connected subsidiary festivities in such manner as will permit of the active co-operation and participation of the inhabitants as a whole, and in particular of the school children, with the idea of making the occasion one which the children will specially remember.

Some pertinent remarks on the University question and on the general aspect of education in Malaya were made by Mr. James Watson, Chief Inspector of English Schools, 8.S., and FMS., in the 'course of an interview prior to his retirement from Malaya after 31 years in Government service. Mr. Watson has held the appoint- ment since 1923."

Asked for his views on the University problem and whether he thought Malaya was prepared for a University at the moment. Mr... Watson said it was difficult to answer the question.

He was of the opinion that both the College of Medicine and Rames College were doing very good work, and that at Raffles College the standard attained by the better students was considerably higher than that required for a pass degree at English Universities.
