Stricter Supervision Over Army Statements

Tokyo, April 6.

The War Office has ordered a more strict supervision and censorship of articles and statements by soldiers and civilian... mem- hers of the service in a revision of the rules governing publications by members of the army.

The revision published in the Official Gazeite, will take effect on April 11. The present regulations, issued in December 1903, re- portedly do not fit present-day conditions.

At present an officer may issue a pamphlet, for example, after obtaining the permission, of his regimental commander. In the future, he must secure the ap- proval of the divisional comman- der, Following submission of the app'lcation, the commander will "freely" censor the material. or entrust the censorship to gendarmerie corps commander,

War Minister, a provision added to place a curb on, the publication of seditious literature within the army, the paper states.

Returning from a brief visit to Kwethua in Sulyuan, where I was sent by the Central Authorities to render homage at the gravĖS of the war dead and to convey appre- ciation to the soldiers and civilians who defended China's sovereignty for having successfully resisted allen invasion during the recent hostilities, I am deeply impressed by the remarkable demonstrations of national solidarity witnessed in Shansi and Sulyuan. There is un- doubtedly a great reawakening of patriotic sentiment among the people, which shows itself in will- ing recognition of the authority of the National Government, in de- termination to defend China's territory and sovereign rights, in social and economic reconstruction.

Nanking Government Holds Majority Of Stock

Shanghai, April 6, Meetings of the shareholders of the Commercial Bank of China, the Industrial Bank of China and the Szuming Bank last Monday approved negotiations' whereby the Nanking Gov- ernment will take over a controlling interest in all three. The step is believed part of the programme that started with the 1935 currency reform plan.

Negotiations have been under way for several months. With the majority of the stock of each bank held by the Nation- al, Government, the executives of the three corporations wil hereafter be appolated by Nanking.

Each bank is capitalized at $4,000,000. Under the contracts approved on Monday, the ratio of ownership of shares will be as follows, in yuan:
