It was asked on behalf of spe- cial service ratings (those who en- ter for seven years in the Fleet and Ave in the Reserve) that they should be allowed to transfer to continuous service (12 years, with the prospect of re-engagement to complete time for pension) at an. earlier dute than at present. Con- cessions on the lines asked for have been approved to permit able seamen, signalmen, and tele- graphists to transfer as soon as they obtain the "able" rate. GAMBLERS' CAUGHT IN SHAMEEN

Canton, March 14. Eight gamblers were handed over by the Shameen authorities to the Police Bureau and were each fined $150 for playing Mah Jong in an auction house
