EXPORT POLICY

Concentration On

Chinese Market

Japanese cotton interests arc now called on to effect a drastic change in their export trade policy. In the face of the in- creasing restrictions in principal markets, they are unable to make any further headway there, while little hope can be pinned in the exploitation of new markets. The only outlet for their Increasing output is the Chinese market.

In this sense, cotton traders welcomes the positive economic policy towards China, which the Hayashi Cabinet promises the nation to adopt in future.

Japanese cotton goods are sub- jected in many countries to severs restrictive measures such as high Important duties, import quotas and barter claims. But the re- cent tendency is the adoption of a quota system rather than tariff measures. According to investi gations by the Men-Ko-Ren, an organ of cotton weavers and finishers, 40 countries out of the 126 total have quetas" against. Japanese cotton goods, the total quantity involved being 1,100,000,- 000 square yards or 40 per cent. of Japan's aggregate annual ex-

ports.

Especially noteworthy is the fact that such quotas exist in large countries. The recent cases are Australia and the United States Where Japan is now obliged to restrict her shipments to only 51.250,000 and 180,000 square yards, respectively. The other principal countries are:-
