Lack Of Consular Representation
Amazing Situation
Shanghal, February 19.
Lack of Spanish consular representation in Shanghai has created an amazing situation for Shanghai's 130 Spanish citizens. Mr. E. V, Ferrer resigned the post as Consul General for Spain in September last, dut now claims the appointment from the Spanish Nationalist Government which, however, is not recognis- ed by China.
When Mr. Farrer resigned the Vice-Consul became acting Consul-General representing the Madrid Government, but inter he disappeared.
In view of Spain's extraterri-¡ ∙torial rights, it appears there is no authority available which сал
take legal cognizance of Spanish citizens in Shanghal who theoret!- cally therefore can commit any crime with impunity.
The International Consular Body nas been asked to take action, falling which it is suggested the Chinese Government might inter-
vene.-
