Mr. H. V. Hodson, in his fortnightly broadenst

on "World Affairs" relayed from Daventry through ZBW... làst night, raised the question where does local. defence and and international defence begin? That question, he sald, seemed to be at the bottom of Imperial defence. Mr. Hod- son clied as an example the Singapore Base. For whose local' defence was Singapore designed? he asked. Not for the Straits Settlements For Hong Kong then, and for the Britha interests In the ports of China. The Singapore Base would surely be just as necessary even if Hong Kong were not British, for, after all. the Colony was about 1,400 miles away from Singapore, so how could it be called a local defence.
