As to what will be the outcome of the protracted negotiations between the leaders of Shensi and the Central Government no one can hope to estimate with any degree of accuracy, but one thing is very apparent, namely, that the rebellion at Sianfu, in North-west China, is both more widespread and more deeply rooted than any stroke by an

ambitious war lord.

Indeed, Chang was more con. servative than his troops, which, since his departure, have achiev- ed one point in their programme by forming an open alliance with

the Communists.

General Chiang Kai-shek, now restored to the head of the Nan king Government, may at any moment order his troops to march against the rebels, so unsatisfactory have been the ''truce' arrangementa timed to terminate (roughly) yesterday.

This would mean civil war, and though the Nanking Govern ment would probably win at a cost it would not cure the unrest which is at the root of the trouble.
