Shanghai, Jan. 27.

It is understood that arrangements · have been offered by the rebels through General.No3 Chun Lin to provide for military control in Sbénal on the following lines. Firstly, the Lungbai rallway and two main Shensi highways from Tungkwan to Kansu as well as Stanfu-liself be garrisoned by -Government troops; secondly, Gen. Yang Hu Chen's forces be withdrawn north of the Wel river: thirdly Marshal Chang Hauch Llang's former army de transferred to Kansa; and fourthly, withdrawal of Communista.
