German-Italian Replies,

Offer Hope Of Agreement

London, "January 26. -

The German and Italian replies which were received yester- day to the British note of January 10 are regarded here as en- couraging the hope that an international agreement to prohibit further departure of foreign nationals to Spain will be reached" at an early date,

The British proposal was that once the powers concerned had given agreement in principle, a date would be fixed when the legislative and other measures prepared by the non-intervention- ist countries concerned prohibiting the departure of volunteers to Spain would take effect.

It is expected that a meeting of the Non-Intervention Com- mittee will shortly be summoned and that such a date will be suggested.

Meanwhile, experts dealing with the problem of control have pro- duced that are understood to be businesslike and effective pro- posals, which it is hoped will be- fore long be co-ordinated into a final scheme acceptable to the powers and capable of early ap- plication-
