Sir Frederick Whyte Gives His Views

London, January 21.

Sir Frederick Whyte, interviewed by Reuter regarding Mr. ̧ Arita's speech, thought that the friendly references to Britain did not differ materially from similar statements made by Mr. Ilirota last year. Nonetheless they are welcome for repetition.

Mr. Arita's marked efforts to explain away the Japanese-German anti- communist pact, and it is pretty certain' this was no part of his policy; and secondly, his allusions to the Japanese desires for `clöser relations with the countries in the South Seas, In which
