BELLIGERENTS REPLY TO PROPOSAL
Scheme Unacceptable To Insurgents
London, January 19.
Both the belligerent parties, the Spanish Government and the insurgents, have replied to the proposed scheme of contral of war materia; submitted by Britain on behalf of the Non- Intervention Cammlites.
The Spanish Government does not reject the principle of control, but points out that the scheme does not provide for complete control of ports controlled by the rebels.
The insurgent reply indicates that the scheme is unaccept- able. It alleges that "thousands" of French volunteers are crossing the frontier to serve in the forces opposing them.
