Al- though Australian statesmen did not say so at the time, they were not putting on these duties for the sake of Lancashire's blue eyes. It may be contended that the high protection was no more than was Lancashire's due, but that was not the view of a pretty large sec- tion of Australian opinion, and the Government has had much
criticism to meet.
Even now it must be recognised that the level of duties against Japan is still high. As Japanese values run, the duty on grey cloth will be something like 82 per cent, on rayons 68 per cent. Moreover, It is worth remembering that in most cases where Japan has been subjected to a quota it has been found that her price, competition becomes less strong; her competi- tion, as Mr. Forest Hewit points out in his comment on the agree ment, becomes less abnormal.
