Plenary Powers To Stop Flow
Of Volunteers
Bitter Fight Expected In Parliament.
Paris, January 14
A bitter domestic fight is expected by political observers when the Government will ask plenary powers by Parliament to take all measures the Government deems necessary to prevent the recruiting and departure of yolunteers for Spain.
The Communist Party expecially threatens heavy attacks on the Government's Spanish policy.
It is however. regarded as cer- tain that plenary powers wil be obtained since the Government will declare expressly that. It will use Its full powers only simul- taneously with other countries.
In connection with the ban on volunteers, the French Governmen. makes another move to isolate Span. The French Government holds that neither Valencia · nor the Burgos authorities agree to true and effective control on Spanish territory and that there- fore the frontier and ports of fore- most importance for traffic 20 Spain should be watched.
France seems prepared to accept
• International control along the Spanish border on French soil. Instructions were given to the French Ambassador in London to Inform the British Foreign Office accordingly.-

Dr. J. E. Mackenzie, the Uni- versity Adviser to Indian Students, reports that during the year the number of students from India exceeded 140. Of this total 71 were matriculated students of the University. and the subjects studied included medicine (18 men. two women), engineering (15), education (nine), arts (four men, one woman), agriculture and for- estry (five), post-graduate Ph.D.. M.D., D.Sc.. L. Litt., &c. (10). At other institutions the numbers were:--School of Medicine of the Royal Colleges. six; Dental Hos- pital and School, six; Royal (Dick); Veterinary College, four; Heriot- Watt College, four; in addition to B.Sc. (Engineering students) an College of Art (one).
