Germany is seeking full satisfaction for the detention of a part of the cargo of the steamer Palas by the Spanish authorities at Bilbao by adopting reprisals The Spanish steamer - Soton Ignored the warning of the German cruiser Koenigsberg to stop and a few shells were dropped near the steamer, which ran aground in trying to escape.

Several attacks on foreign shipping occurred during the week- end. Over twenty shells were fired by insurgent vessels which pursued a French steamer five miles of the Spanish coast. and the Spanish steamer Boton has not yet reached official quarters.

A Berlin, spokesman said that if the incident had occurred, the Koenigsberg had probably fired a warning shot requesting the Soton to heave-to, and the latter had probably tried to escape, and in doing so had run aground on a sand bank. "We are not to blame for this, if it happened, and the Koenigsberg 'presumably then took the crew off the Soton in order to save them from drowning, This version appears to be the most probable, but hitherto we have had no direct news of it."

Bayonne, Jan. 2. Another version of the Soton in- cident is "contained in a message. from Bilbao, which says that the German cruiser Koenigsberg stop- ped the Boton en route from Bilbao to Santander. The captain of the warship insisted that the Soton's second officer should come aboard his ship.

Rome, Jan. 2. The Anglo-Italian Mediter- ranean agreement was signed at noon to-day by Sir. Eric Drum- mond, the. British Ambassador to Rome, and Count Ciano. tbe Italian Foreign Minister.

The agreement is the outcome of the diplomatic conversations which have been proceeding for some time, but the signature to- day occasioned considerable sur- prise as Signor Mussolini is not returning from his country estate until to-morrow, and it had been thought that he would want 鼈 further report on the pact before It was Anally signed.

The text of the agreement will not be published for some days, but a communique will be issued this afternoon simultaneously in London and in Rome announcing the fact of the signature.

The value of the agreement is thought to be psychological, re- presenting a rapprochement after the Abyssinian war, though recog- nition of the Italian Empire of Abyssinia is not mentioned.

It is believed that no reference WILL made regarding naval strengths, nor of Spain, but it pledges the maintenance of status quo to dispel the suspicion that Italy intends to take any of the Balearic Isles.

The report states that Guedde was sentenced to death and shot after a mock trial on the ground that he was a member of the Spanish Fascist Party.
