It is recommended that a quality test based directly on a viewing of the aim should be applied to all British long and short films in res- pect of which registration for ren- ters' quota is destred. The quality test in mind has nothing to do with censorship as now conducted. It would be concerned normally only with the entertainment value and general merits of a film. There would be no question of a necesalty to decide, as professional film critics may do, into which particular grade or quality each nim fel, provided it complied with the minimum, standard laid down by those responsible for the view- ing of the films. If it is possible for problems relating to censorship of moral values of a film to bê solved satisfactorily, there would seem to be nothing impracticable in arriving at a decision likely to command wide agreement on the much less controversial aspect of general quality.
It would be quite practicable for a quality test on the lines proposed to be applied by a new administer- ing authority. The standard con- templated la one, based on what may be regarded as a reasonable minimum of exhibition value, and the administering authority should also have power to require a view- "g of any or all imported foreign nims at any time.
