It la, learn, improbable that the new naval treaty, signed in "Lont don by the British Commonwealth, the United States, and France, on March 25 last, will come into force on the date originally specided- Jan. 1, 1937. So far it has been ratified by America only, though ratification by the other signa- tories is merely a quest'an of time. Italy and Japan are standing out, the latter definitively, but it is hoped that Italy will enter the compact at some future date. So far as the signatory Powers are concerned the delay in satisfaction will have no ill effects, for 3 special clause provides for the exchange of information about new naval construction during the interregnum.

In London naval circles, the validity of the new French pro gramme, announced in The "Dally Telegraph" yesterday, in relation to the 1938 Naval Treaty, is being discussed. The view is generally held that the proposed bullding of three additional Bin gun cruisers would be an infringement of the treaty unless France invoked the so-called "escape" clause, citing German tavai construction £15 a reason,
