VIEWPOINT

H.E. Sir Andrew Caldecott's pro- posal made at the meeting of the Legislative Council, has caused favourable comment in many tir- cles, but the Hong Kong General Chamber of Commerce, we under stand still persist in their views. expressed as long ago as 1919.

The Hon. Mr. S. H. Dodwell, Chairman of the Chamber of Commerce gave this indication in an interview with a representative of the "Hong Kong Daily Press." A resolution brought by the Chamber on April 15, 1919, that daylight saving be introduced in the Colony. Was defeated by twenty-three vates to twenty-one, after much discussion.

--PROPOSAL FAVOURED Mr. H. Y. Tao, Secretary for the Chinese Chamber of Commerce, said that he was inclined to favour Government's proposal, even if merely from the office worker's point of view, Daylight, as at present in force, did not Partake in recreative sport during the winter months and he deemed it reason- uble that some measures should be adopted to lengthen their leisure hours.

American magistrates, in their treatment of minor offenders, often display a sense of humour which makes the reading of police court reports pleasure. Although portes no longer stand in the. public squires, the old fdea that the petty malefactor should be rade to look foolish, or that he should be shown the error of his ways in a practical. fashion still persists in this country.

It strikes this writer with some force that "Cal. Street" is the most unique of its kind. There are others, yes, in a thou- sand cities in every one of the three hundred or so monarchies, democracies, principalities and countries of this globe, but this Cat Street of Hong Kong! Where else will there be such a con- centrated accumulation of the million and one 'by-products' of the machine and hand work of mankind? The good Chinese, being a thrlity people, save not only the string, the paper but the contents of the package (whatever it may be) forever more. Each article, regardless of its value, is scrupulously preserved from the devastations and inroads of time.

I strolled through Cat Street, only, the other day. The sun, shining on the channel, with its burden of grey ships, sparkled as if made of a myriad broken mirrors. There was no water in Cat Street, except that which was bountifully splashed upon the pavements; there was, as my roving ere could note, a limitless" Ù. sea of objects. Were I to count them (vain sport) I should be muttering "one hundred and three-four-five, étc., natll the end of life itself. I saw the shops wherein are the porcelain products of China, the small Buddhas, in wood, Ivory, laquer and bronze; I saw the tools of the western world, grouped in such discon- certing mass that an inspecting customs man would collapse at irst glimpse: "I looked closely upon Chinese domestic objects, the old charcoal flat irons (cigarettetrays, now) upon watches, shoes, entertaining looking junk and other things such as binoculars and magnifying glasses. It was officially announced yes- terday that Air Commodore A. W. Tedder had been appointed to the command of the Royal Air Force in the Far East in succession to Air Commodore Sydney Smith, O.B.E

The appointment dates from November 11

The new Royal Air Force chief in the Far East achieved the rank of dir Commodore in July, 1934, and his position immediately prior to this present appointment was that of Director of Training at the Air Ministry.

Although no date has definitely heen fixed, yet it is understood that Air Commodora. Tedder will shortly Tit Hong Kong during the course of a comprehensive tour of inspec- tion.
