Leith-Ross Pays Tribute
London, Nov. 30. The China Association banquet, reid here to-night, was marked by the largest attendance for many years. Lord Winterton' pres.ded, and the chief guests were the chi- nese Ambassador, Mr. Quo Tal- chi. Sir Frederick Leith-Ross. Mr. W. M. Kirkpatrick, Capt.' A. C. Moreing. M.P., Sir Alexander Cadogan, Sir, John Caulcutt. Lord Kennet of Dene and Lord Alness. Sir Frederick Leith-Ross, in the course of a speech, påld a tribute to the success and smoothnes
with which the managed paper currency was working in China. He recalled that a paper currency had circulated throughout China slace the time of Kubla Khan.
Referring to the attempt to adopt direct taxes. Sir Frederick said before there could be accep- tance of this policy by the foreign communities in China, the ad- ministration must ensure con- Adence in its fairness and com- petence. British traders however. must not perpetuate the Immuni- ties which they enjoy, but must consider China's fiscal needs in a constructive spirit. He emphasised that with the present insprovement In trade, revenue from direct taxes was mounting, and recovery would be further assistëd if tariffs were reylied.
