A bold challenge to Fascism was made to-day by M. Joseph Stalin, President of the Soviet Executive Committee, during a three-hour speech at the opening of the All-Union Congress. He described the new constitati

which gives the citizens of Russia the right to vote and which the Congress la to discuss and adopt at ita present-session.
