Official Statement Eagerly Awaited

Will Animals Spread Disease?

EXPERT OPINION SAYS” “YES!”

Opinions may differ as to the actual cause of the dysentery scourge, but opinions can scarcely differ as to the attitude of the public on a subject which has brought in its train so much suffer- ing and death, and concerning which, the responsible authorities elected to maintain a silence which was ominous if not actually contemptuons.

From day to day since this outbreak occurred we have given what we deem proper pro- minence to this very serious matter, but it was only AFTER we took a certain stand that reason- able facilities were granted to the representatives of the Hong Kong Daily Press" to obtain the basic facts of each day's happenings.

We feel we are not in any way abusing a confidence when we say that this very necessary alteration in the attitude of officials to our reporters was due to His Excellency the Governor, Sir Andrew Caldecott.

To-day at the meeting of the Legislative Council, His Excellency the Governor will make a statement on the dysentery scourge, which statement, we understand, will be based on the re- port of the investigations supplied to Sir Andrew Caldecott by the Director of Medical and Sani- tary Services. Dr. A. R. Wellington.

If this report had been made and released within forty-eight hours of the first notification of the outbreak, then the feelings of the public would, in our opinion, have been totally different to what they must be to-day as a result of the known deaths which have occurred; and the great pain and mental anguish in hundreds of homes.

It is anticipated that the answers to questions at the meeting of the Urban Council will be Illuminating, and, we trust, re-assuring.

According to information gleaned from a variety of sources yesterday, it seems that a form of dysentery has spread to dogs and cats. This, according to one leading medical practitioner, mray mean the wholesale spread of the disease uniess all foods are carefully guarded from flies. However, once again the expert advice is issued by the medical authorities; — MAKE THE MOST CAREFUL SELECTION OF ALL FOODSTUFFS, AND BOIL EVERYTHING.

Dear Sir, I think you must realise by now that there is a great body of public opinion on your aidp for the manner in which you have criticised Government lethargy and apathy in con- nection with this dysentery scourge.

My main object in writing to you is in the hope that you will permit me to say a word of thanks to those doctor members of the Urban Council who, regardless of vested interests or the number of profesional toes they may tread, upon, have given notice of such vitally important questions. I trust these questions MUST be answered, and that the so-called Government and/or Municipal servants". will be instructed accordingly.

And what is going to happen to the petition for a Commission of Inquiry, based on the suggestion of one of your many correspondents? The Governor's official statement should be in- teresting.

Dear Sir,-Several of your correspondents have asked that the authorities make known the name or names of the suppliers of milk where Infection has been traced.

Will that be done in the public Interest, or will the name or names of the suppliers be with- held in the sacred name of vested interests? -

I presume, of course, that our medical authorities are right when they say they think the cause of the trouble was mlik. But nobody seems to know much about this outbreak,

Perhaps the Urban Council questions will yield more material than the Governor's^ state- ment in the Legislative Council.

Dear Sir-The Administration cannot but be impressed by the very obvious manner in which public opinion is swinging-in behind you in your determination to see this tragic dysentery trouble through to a finish. It does not matter whose commercial or professional interests might suffer. the simple fact. is that there is a concensus of public opinion that, as you have advocated right through, a full and frank statement of the investigations by the responsible medical authorities ́· should be made public.

You state in to-day's (Monday's) "Dally Press" that the Governor will make a statement at the Legislative Council" meeting. With respect, but with absolute firmness, I say, that His Ex- cellency, Sir Andrew Caldecott, should have made that statement the moment after he had satin- fied himself regarding every point of Dr. Wellington's report to him. Buch delay savours of mid- Victorian meandering.

You, Mr. Editor, have, I understand, but recently come to the Colony, and your vigour and freshness of outlook have given some of us heart to hope that you will not permit yourself to slip into the “Colonial groove,” but will keep yourself alert so that you will be able to voice the public's opinion as successfully on other matters as you have been exceedingly happy in doing regarding this dysentery scourge.

More power to your pén, and don't let-up!

Dear Sir,-It has been stated, and tittä 'far: not contradicted, that pasteurization minimises the possibility of germ infection of milk. Very well, this is at least one thing we DO know from those who are paid, to safeguard the health of the public. Now, let us act on that information, and make it the law that ALL milk shall in future be pasteticised..

That, at least, will be a step in the right direction: p

Further, I suggest that all pasteurisation be carried out under strict supervision by Govern- ment onelals. Goodness knows, I have no wish to add to their already heroic numbers, but per – `haps some of them might be persuaded to do a little more for their money. That is not unusual

outside the sheltered Government service..
