"Early Publication' Of Report

MORE CRITICAL LETTERS

That there has been every Justification for the policy adopted by The Hong Kong Daily Pres." in "giving prominence to the procrastinating manner in which the Government has handled this dysentery problem is proved by the fact that parents who have lost their children have petitioned the Government to sanction the creation of a Commission of Inquiry to investigate the whole matter.

Amongst the many letters to the Editor which this paper has published was one in which a Commission of Jaquiry was sug- rested.

What action will the Government take?

The promised repart is not, yet available, and there is only negative proof that the dysentery scourge in lessening.

The fact that no more deaths have been reported does not mean that the trouble in over.

Our attitude is already well-known. We have criticised the Administration with treating the subject in an insequate man- ner. We reiterate that charge, me

THE PETITION

As suggested by "Get On or Get Out" in a letter to the Editor, published in our issue of November 19, that a Commission of Inquiry be formed to investigate the dysentery scourge, we are now in a posliion to state that"eight parents of five of the Infant victims of the epidemio have petitioned to the Hong Kong Government for the immediate appointment of a Commission: "Get On or Get Out" said the letter to the “Dally Press I suggest that an agitation--a very rare thing in this Colony -be started with the object of having a Commission, Tu paranka – tive of the medical profession and the Chinese and European population, appointed to investigate this whole matter because I feel that otherwise the charges, which might be sheeted-home to some persons er organisations, will merely be relegated to dusty files in cob-webbed pigeon-holes,

The petition, it is understood, has been signed by Capt. and Mrs. David Wilson, of Nathan Road, Kowloon: Capt. and Mrs. J. Beck of No. 221 Prince Edward Road, Kowloon; Mr. and Mrs C. L Lean, of the Torpedo Department, Royal Naval Yard, Kow- loon; and Mr. and Mrs. J. Marden, of 134 Argyle Street, Kow- loon.

Among other points, the petition requests that the Commis sion of Inquiry cover the following points:-----

(a) The source of infection; ..

(b) Whether the type of millk known as “Nursery Milk” was pasteurised prior to the epidemic manifesting itself on or about November 7;

(c) Whether "any or all of the deaths could have been pre- vented had the authorities taken immediate precautions when the epidemie was first notified on or about Novem-" ber#7;

(d) Whether any action is contemplated by Government to prevent a recurrence of this or any other type of epidemic. The Colonial Secretary, Hon. Mr. R.:A. G. North Interviewed yesterday afternoon said that the petition had not "ves - been brought to his notice, and until he had had time to read its con- "tents, would not" make any statement as to the Government's at-

titude.

Dr. A.-E. Wellington, Director of Medical and Sanitary Ser- vices, stated jesterday, that the report was being drafted and every effort was being made for its early publication,

The authorities belleve that they have got to the root of the trouble, as inquiries and comparisons made since the outbreak of the scourge have led in one direction.

Dear Sir, I want to let you know that, from what I can gather, the great bulk of the people are behind you in the fear- less polley you have adopted in regard to this Aysentery business. Apparently you have given the Administration a much-needed jolt. I think the manner in with the officials responsible for the public health of the Colony have handled this matter in such a way that it should be brought to the notice of the Home at- thorities.

A report has been promised! The report should have been made publio within twenty-four hours, at the most, of the out- break, and qzly progress reports-bulletins, for instance---thonia have been issut by the Director of our Health Department. "Not only did these servants" err by omission, they showed, in ono glaring instance, just what they think they can get away with. In fact, It seems to me that they ignored, the feelings of the publie until you prodded them with your pen.

Perhaps you will not be intensely popular in certain quarters where constructive criticism is regarded as one of those trings which is simply "not done." Well for the satisfaction that it's worth, I can assure you that you have gained a great deal of support for being “game” to come out into the open and e-

Dear Sir,-What is the objection to making dysentery a "notifiable disease?" It might entali a little extra work on the part of the private practitioner, and a little more for the Gov- ernment servants, but that is of no account when 2 scourge brings with it death.

I would also suggest that in future it be made the law of "the" Colony that all milk shall be pasteurised. I suppose it will cost a little more, but we must carry that burden in the cause of public well-being.

Dear Sir, I must confess to some surprise that it was not the law of the Colony that all milk had to be pasteurised.” Bure- ly we are very much behind the times? Now that pasteurisa- tion has been adopted by at least one milk supplying-frix, I: would suggest that this be made a regulation for all milk sup- pliers. Perhaps it will not bantah dysentery. but it would, X think, at least' assure "a purer milk supply.

But was the cause of this deplorable outbreak traced to milk? That Government report is eagerly awaited.

Congratulations to you for the splendid manner in which you have disclosed the facts of this very tragic matter. Had it not been for the frankness of the "Daily Press," the pubile would have known practically nothing about it.

·Dear Sir—Let mè add my request to those of “Milkfed" and ***Frankness" when they ask that, if the cause of the trouble is milk, then the name or names of suppliers whose product has been fund to be infected, should be made public. Then the people would know what action to adopt. As it is, the medical authorities have left us completely in the dark.

Let us have the names and no more nonsense.

Dear Sir,-In the event of another outbreak of dysentery will the procedure which is now being adopted be of a similar nature? I think it is important that the public should know, for it seems quite clear to me that either the procedure must be altered or the officials.

When all is said and done, will this much promised report be of such vital importance? I presume it will indicate the cause of the trouble. That will suffice for the present. But what of the future? As your correspondents have remarked: What guarantee have we for the purity of foodstuffs in the future?

The answer seems to be very much in the, negative.

Now, what I would like to know.ia: What will be the method of control in the future?

......- I should imagine that our Health Authorities have learned their lesson. Perhaps and believe me. I criticise as a sincere well-wisher the outburst of Dr. Pope should have been left out of the paper, but your reason, I presume, for bublishing It was not on the score of any personal vindletiveness but because you destred to expose an attitude in Government servanta circles which is deplorably general.

Rightly, the public is very distressed about this dysentery scourge, and the sooner we have that oficial report the better.
