COMMONWEALTH BACKGROUND That is the sombre but scintil- Com- monwealth of the Philippines. To- day, to each and every one of us, the Commonwealth is a challenge. It is a test, a trial, a dare. When, during the hectic discussion of the lamented Hare Hawes - Cutting- Act, a prophet of disaster asserted that "Commonwealth is Common Death," he was only anticipating the trials and tribulations that now are ours. We are, so as to say, in the crucible. The Com-. monwealth expects of each and every one of us, at Home and abroad, to contribute our grain of sand in order that the fruition of our national ideal may be assured. The Commonwealth demands that we give our mite-and give till it hurts in order that her strength be as of granite. She expects of ug, residents on foreign shores, to keep abreast with her growth; to promote the development of inter- national amity whomever, it may be our fortune to associate.
Particularly for us. Filipino re- sidents in Hong Kong, the chal- lenge should be more ringing. For 2 reason. This Riviera of the Orient has been always a haven for the political refugees among our forbears during the dark days of Castilian domination. The Basas, the Mauricios, the Apacibles and the Vilas, not excluding the Re-
volutionary General, Emilio Aguin. 'aldo, found a temporary sanctuary In this secure and prosperous Bri- tish colony. Incidentally, we have present with us to-day a worthy son of an illustrious father-Mr. Ricardo Basa. It is my great pride, however, to make use of this opportunity to voice our cominon feeling of gratitude to the author- Itles of this Colony in the manner with which they have always ac- corded us due protection and caré

"That the position is very serious is admitted," said Dr. Wellington. "In fact it is the worst we have had "amongst Europeans.”
As to what precautions were taken in the ordinary course of events to ensure the purity of the supplies. Dr. food Colony's
sald that, amongst Wellington other things, his department could demand- samples and make the necessary tests. Milk, for example, had been thoroughly tested during the past few days and no trace of any germ had been discovered. It was pointed out by Dr. Wellington that from reports he had received it appeared that the disease remained dormant for a few days-hé. mentioned three as an average and then showed its symptoms. Meantime the food con- sumed by the victim had by then been distributed from the various selling centres and it was exceed- ingly difficult to make tests.
HIS ADVICE
At the present stage the best advice Dr. Wellington could offer in a general manner to the public was similar to that which he gave on Friday last, namely, to exercise the utmost care in the selection and preparation of all foodstuffs, and to bail everything given to children and even grown-ups.
Enquiries made last night elicited the news that there were no fur- ther deaths, but existing cases are under observation.

Prayers Offered For Recovery
During the morning service at St. John's Cathedral yesterday, the Rev. H. W. Baines offered prayers
for the children of Hong Kong who were suffering from dysentery. "The latest report," said" the Chaplain-in-Charge, is that the disease is slackening.”...
