The answers to these questions are to-day being sought by most of the country's leading sociolo gists, penologists, law makers and others who have the Welfare of" the society as their responsibility. Now the screen presents the problem and shows all sides of the question in the Universal picture "Parole" which is being shown at the Alhambra Theatre to-day.

RUSSIAN FILMS IN SPAIN

Madrid. Oct. 27. The decree of the Spanish Min- ister of Education providing for the exclusive and free presenta- tion of Russian films at Madrid cinemas was approved by the Re- volutionary Committee. Other forms of propaganda in favour of Russia are, also being encouraged.

Premier Cabellero and Foreign Minister Del Vaya have repeatedly spoken of the rapid progress the equipment of the Russian Navy ta making. which will be valuable help to Madrid. According to re- ports, 50 Russian submarines will De sent to Spain in the near fu- ture.

The Duke of Kent, who is pre- sident of the National Council for Mental Hygiene, recently opened at the Ministry of Health the fourth European Mental Hygiene Re- union, at which those engaged in this branch of health work met to compare the progress made in the various countries from which they came..

The conference was occupled recently in discussing the influence of the cinema, especially upon children, states "The Times." While Bome speakers took the view that the dangers of the cinema had been exaggerated, there was ge- Leral dissatisfaction with the working of the flim censorship in all countries. It was agreed un- animously that next year's Men- tal Hygiene Congress should be asked to urge the appointment of a psychologist or a psychiatrist on film boards of control in every country.

The Duke of Kent, in welcom- Ing the conference, said that the fact that so many countries were represented there was a very satis- factory indication of the activity cf the mental hygiene movement, The National Council had always recognized the need for keeping in touch with the movement through- | out the world, and they welcom- ed the opportunity of holding the fourth reunion in London. These annual European reunions, follow- ed every ave years by an interna- tional congress, were a valuable means of helping to solve the men- tal health problems which con- fronted the world. No fewer than 64 countries had established men-

tal hygiene councils. Their laud- able purpose of developing a sound mental health throughout the world and increasing the efficiency with of nations should meet whole-hearted encouragement and support.
