Soviet Threat To Recede From Agreement
London, October, 9.
The International Committee for application of agreement re
Widespread in- garding non-intervention will meet this afternoon. terest has been aroused in the meeting by the publication of the Soviet's communication which was handed to the Acting Chairman, Lord Plymouth, bringing to the notice of the Committee allegations of foreign help to the Insurgents and declaring that if the viola- are not immediately discontinued the Soviet tions of agreement
consider themselves relieved of the obligations Government will which the agreement imposes.
The hope is expressed here that the Committee will not in consequence of the Russian move" be deflected from the rules of procedure which it laid down for its conduct and which insist that the information regarding the alleged infractions be submitted only after the Governments sponsorlag such complaints had satisfied themselves at the trustworthiness of the evidence on which they were based, and that the Information made public should be confined to statements contained in the Committee's agreed communiques.
The Times," commenting on the situation and while admit- ting that the work of the Non-Intervention Committee can never be wholly effective, says the policy of non-intervention is nevertheless the only sound policy and this country will stand fast by it.

FURTHER NOTE -

Landon, Oct. 8. When the Spanish Non-Inter- vention Committee meets in Lon- don to-morrow it will have to dis- cuss a further Soviet note, making charges against Fortugal and sug- gesting an impartial committee of inquiry be sent the Portuguese frontie and also that certain members of the comittee be ap-. painted to supervise falfilment of the non-ervention part,
The note says the importance of the weight of evidence affords the reasonable presumption that Por- tugal has committed a breach of the non-intervention agreement.
To-morrow's agenda includes a discussion of the two Soviet notes. the Spanish complaints sent to the League of Nations, and the Czecho- #Slovakian question regarding shipments of war materials from non-participating countries. car- ried in vessels belonging signatory powers.— Reuter.
