NEW WHAMPAO
HARBOUR PROJECT
Work To Be Started Soon At
Cost Of $4,000,000
Constituting an important part in the comprehensive re- construction programme in Kwangtung, mapped out under the supervision of General "Chiang Kai-shek, President of the Ex-- ecutive Yuan and Chairman of the Military Affairs Commission, a new project to turn Whampac, now a humble and undeveloped harbour some 10 kilometers from Canton, into the most important seaport in South China will soon be executed at 3 cost of $1.000.000.
:
The project calls for the con- struction of a deep harbour at Whampao on the north bank of the Pearl River and the extension of the Canton-Harkow Rallway to the new post so as provide un outlet for native products in Cen- tral China. Instead of being ship ped to Shanghai for exportation by the Yangtze "River, which takes more time and la more expensive, as is now the case, the goods will be transported directly to Wham-
pao by the Hankow-Canton Rall- way, which is linked up with other Chinese trunk lines either directly or indirectly.
I
Formulated by the late Dr. Sun Yat-sen. the ambitious Whampac project had been taken up and shelved several times during the last decade on account of financial stringency.

CONSIDERABLE PROGRESS In 1936. Dr. Lo Wen-kan. former Minister of Foreign Affairs, was appointed by the Kwangtung Pro- vincial Government to head a com- mittee in charge of the harbour construction work. Under his able direction, considerable progress was achieved within a short period of eight months. After the resign- ation of Dr. Lo and the cutbreak of the Liang-kwang recalcitrant move last June, the work was sus- pended.
A recent study conducted by the Kwangtung Provincial Government!
KWEJYANG-
KUNMING
HIGHWAY
Travelling Time Shortened
KWEICHOW, "YUNNAN" COME CLOSER
Nanking: Opening another chap- ter in the history of communica- lons in the southwestern pro- vinces, the Kweiyang-Kunming highway, measuring a total length of 600 kilometers, was recently completed.
A satisfactory trial rum wa5 made on the new line on recently when a bus travelled from Kwei- yang to Kunming, capitals of Kwelchow and Yunnan respective- ly, via Chengn'ng. Panhsien, Ping- yi and Bungming. The bus reach- ed its destination. Kunming. after a trip of four days whereas t took 20 days by pack animals and to completa the whole journey. However, it le belleved that the time can still be shortened to two days, one day to travel from Kun- ming to Pans'en, a distance of 289.85 kilometers, and another from Pansien to Kwelyang, a dis- tance of 310.15 kilometers,
TRAFFIC FACILITATED
The completion of the highway 13 important not only because it brings the two provinces closer. but also because it facilitates through traffic from Yunnan to Changsha as it Inks with the Hunan Kwe'chow highway at Kwelyang.
Construction work on the high- way was started' simultaneously by both the Yunnan and Kwelchow authorities,
As far back as 1926, the "section" from Kunming to the Tapaa Bridge in Yunnan, a length of 17 kdlometers. was first completed.
upon the Instructions of General Chlang, however, revealed that the plan drawn up by Dr. Lo is in some respects unsatisfactory, espe- cially in respect to its budgetary estimates and engineering scheme
Accordingly, Mr. Tseng Yang-fu, new Mayor of Canton, was in- structed by General Chiang to formulate a new project.
the appointment.
MOST SUITABLE MAN General satisfaction was felt over as Mr. Tseng. who has had profound experience in directing raliway building and harbour
construction during the jast few years As Recon- struction Commissioner of Che- klang and later Vice-Minister of Rallways, was generally regarded as the most suitable man for this task.
According to the new project construction work will be carried out in three periods, An initial fund of $1.000.000 has already been appropriated for the work.
The Arst period will be devoted to the surveying and expropriation of additional fand needed
The second period, will see the cumpletion of the dredging of the river channel and the erection of wharves, godownis, and ather nouses.
