The anarchistic conditions which prevail at San Sebastian were well illustrated by the correspondent of the "Matin," who paid a visit to that town together with French and British cor- respondents, being conveyed there on board the French destroy- er Alcyon.

The Governor of San Sebastian. Ortega, had consented to the visit of the pressmen, which had been arranged through the medium of the French Ambassador to Madrid, Herbette. Never- theless the pressmen were, immediately upon arrival, escorted by armed guards to the commissioner for press and propaganda, who detained them for some hours
