Lisbon, August 28. The Portuguese Government issued a declaration enumerat- Ing the conditions under which she was willing to subscribe to the neutrality agreement in the Spanish civil war. It is stated that Portugal requires her own nationals, her territory and in- tegrity guaranteed, as well as efforts to be made to mediate be- tween the warring parties.

Fortugal also need, she says, the assurance of “protecllon of European civilisation in the event of a destructive govern- ment coming into power in Spain." Portugal furthermore is to maintain the fight to remain in relationship to those govern- mental or local authorities which exercise administrative power..

Finally Portugal reserves the right to recognise a new gov- ernment which might be formed in Spain having its own diplo- matic and consular representatives,

The communiqué goes on to say that Portugal will prohibit ail direct or indirect export of war material of any description to Spain or her colonies, and also the transit of such war material through Portugal.
