If one were to ask any authority tor even a rough estimate of the ia smokers number of opium Shanghai, no definite answer could be given. No one would deny, how- *ver, that the number is large and that the Government has a tre
mendous task on its hands in try- ing to stamp out the evil-here as clsewhere in China. The thousands of men and womer. who are treated annually in the three anti-narcotic hospitals of the Shanghai City Government provide an indication of the commonness ni the addic- ton, but they are only a fraction of the actual number. And the majority of those cases come

attention of the authorities only because the victims of the drug apply voluntarily for treat- ment. They are the ones who want have no to be cured--those who desire to be rehabilitated do not rome to light unless they somehow tangle with the law. And then, of course, there is the category of re- gistered smokers.
A registered opium addict is one i who publicly admits having the nabiz and obtains a licence from he authorities which enables hira to carry on limited oplum smoking under supervision. He is entitled to secure a certain quantity of the drug from a licensed opium shon. Shanghai has nearly 31,000 regis- tered smokers and a survey has revealed the depressing fact that 18.000 of these belong to the poore" classes. Of course, there are many more actual addicts in this city than the 31,000 who have gone through the humiliating experience of registering, but it is reasonable to assume that a similar ratio of poor "and rich exists among the smokers in general.
