He has throughout the crisis maintained close contact with Mr. Eden who was consulted before important steps were taken on Satur day by the British Government.
These measures are-designed to hasten agreement on a col- lective pact of non-intervention in the Spanish civil war. Both the Italian and German Governments have signifled their ap- proval in principle of the French proposal for non-intervention, but agreement on the actual text has not been reached.
The British Government's attitude towards the act was made clear in a statement issued on Saturday announcing full agree- ment between the British and French Governments on the text of the French proposals for prohibition on export of arms and munitions of war to Spain. The agreement is to come into force as soon as assent of the German, Italian, Portuguese and Rus- slan Governments is received. Russia and Portugal are favouṛ- able to the proposals, though approval of the pact is qualified, by certain reservations.

The sharp rise in exports record-
ed in the returns of Britain's over- sea trade in July brings the total value of exports last month to the highest figure reached since November 1930.
The expansion of the import trade continues and for the first seven months of the current calen- dar year the adverse balance of trade amounts to £185,815,000 which is £40,835,000 more than in. the corresponding period of last year and 822,128,000 more than in 1934.
Imports last month were valued at £88.731,020 which is £6,967.492 more than in July last year.
