Drastic Limitation Of

Abortion

A few weeks ago the Soviet press published the text of a pro- posed law which provided that abortion, which has been perform- ed, legally in Government clinics since the Revolution, could not be performed legally except for tise, preservation of the life of the expectant mother,

The law also provided for State; roubles and 3,060 roubles annually jubsidies to be given to women for four years and like azicunts bearing more than seven children for each subsequent child. and for the increasing of lying-in homes, nurseries, and kindergar- tens: for severer penalties for the fallure of parents to pay allowances for the support of children in cases of divorce, and for sharp increase/ in the fees for divorce graduated from 50 roubles for the first to 300 roubles for the third and later divorces.

The terms of the measure, except for the most unqualifed prohibi-

tion of abortion, were no surprise to the public at large because the general lines had been forecast in number of press articles What was unexpected was an invitation

to all sections of the public to de- bate the measure. Meetings or

clubs and trade unions were called for the purpose, and the columns of the press were opened to letters from readers. In the past the ap- pearance of a letter from a reader in the columns of a Soviet.news- paper has been a noteworthy event -and the publication of one ert- tical of Government projecta vir- tually unheard of.
