A. virtual protest against the French Government's decision not to send war materials to Spain is understood to have to have been made in a letter from the Spanish Government, handed to M. Yves Delbos, French Foreign Minister, by the Spanish Ambassador last night. Such a decision, says the note. even before the proposed non-in- tervention pact is concluded, doen not correspond with a true destre for neutrality. No similar decision has been taken by other powers. which means that the insurgents are still permitted to receive arms from abroad.
